Behind the Veil of Bureaucracy – The Reality of Housing Projects in Malaysia critically examines the dynamics of bureaucratic politics in the implementation of housing policy in Malaysia. Despite decades of government intervention through the National Housing Policy and related initiatives, issues such as abandoned projects, approval delays, and inequitable housing allocation persist. This book explores how the interaction between political actors and bureaucratic institutions shapes policy outcomes, often creating tensions between technical requirements and political interests and, why government initiatives, despite ambitious policies, frequently fail to meet the expectations of the people.
Using a qualitative approach that combines documentary analysis, elite interviews, and case studies, the findings reveal that bureaucrats are not merely neutral implementers but active participants in negotiating political pressures, administrative constraints, and grassroots demands. The analysis highlights how overlapping jurisdictions between federal, state, and local authorities, compounded by political interference, weaken policy coherence and delay project delivery.
This study contributes to the literature on governance and public administration by advancing the understanding of bureaucratic politics in developing countries. It underscores the need for institutional reforms and greater policy coordination to improve housing delivery systems in Malaysia, with implications for broader public sector governance in similar contexts.
Ultimately, this work sheds light on the structural weaknesses in Malaysia’s housing governance, the struggles faced by citizens—particularly the B40 and M40 groups—in accessing affordable homes, and the urgent need for reforms. It is a timely contribution for policymakers, academics, and the public in understanding the deeper forces that influence housing policies and their execution.
